Patricia Riley

Senior vice president, government programs, policy and legislative affairs; chief government officer

Patricia Riley As senior vice president of government programs, policy and legislative affairs, Patricia (Patsy) Riley oversees the company’s government health program business; all state and federal public policy initiatives; and interactions with elected officials and regulatory leaders.

Before joining Blue Cross in 2006, Riley served as president and CEO of Stratis Health, the non-profit health care quality improvement organization for the State of Minnesota. Riley’s career also includes leading government program initiatives at United Healthcare Corporation and Aetna Health Plans, and serving as director of the Minnesota Medicaid Demonstration Project.

Riley has a master’s degree from the Humphrey Institute of Public Affairs with a concentration in gerontology and public policy. She served as vice chair of the American Health Quality Association (AHQA) CEO section and as treasurer of the AHQA Board. She has also served on the board of the American Heart Association Midwest Affiliate, Minnesota Community Measurement Project and the Minnesota e-Health Initiative. In 2007, Riley was selected as one of 25 Industry Leaders by the Minneapolis/St. Paul Business Journal.
