Blue Cross announces new leadership appointments in legal and sales divisions

Elizabeth Moran, J.D. and Brooks Deibele join leadership team; Monica Engel promoted to Vice President

EAGAN, Minn. (December 12, 2013) — Blue Cross and Blue Shield of Minnesota today announced the addition of key new leadership roles in its legal and sales divisions.

Elizabeth Moran, vice president of legal affairs
Elizabeth (Betsy) Moran, J.D., was named vice president of legal affairs, responsible for providing leadership and representation on legal matters affecting Blue Cross and its affiliate companies including interpretation of laws, directing and participating in litigation, contract review, matters of corporate legal incorporation, policy development and management and liability coordination and recovery.

"Betsy possesses extensive legal and management knowledge of the health care industry, and Blue Cross will benefit greatly from her counsel and leadership,“ said Scott Lynch, senior vice president and chief legal officer. “She has an impressive record of achievement and we are thrilled to have her join our team." 

Moran comes to Blue Cross with more than 20 years of legal experience. Most recently, she was senior deputy general counsel at UnitedHealth Group. During her tenure at UnitedHealth Group, Moran held additional leadership positions, including chief compliance and ethics officer and deputy general counsel. Moran also has served in private practice and as a public attorney. Moran has a B.A. from the University of Minnesota and a J.D. from the University of Minnesota Law School.

Monica Engel, vice president of consumer markets
Monica Engel was recently named vice president, consumer markets. In her new role as vice president of consumer markets, Engel leads a team responsible for individual, small group and government programs business segments with a focus on new and emerging opportunities arising from health care reform, the opening of MNsure and the evolution of the health care industry. Engel provides strategic counsel for sales and account management, sales oversight and compliance, agent and broker administration, emerging distribution as well as both public and private exchanges. 

“Monica brings a deep understanding of the customer solutions needed to address the new realities of the health care marketplace,” said David Corkum, senior vice president of commercial markets at Blue Cross. “Monica models courage, passion and accountability through her proven track record of consistently delivering results to Blue Cross customers.”

During her tenure at Blue Cross, Engel has held leadership positions in a variety of areas including operations, new sales and account management. Most recently, Engel was the senior director of strategic sales and account management with accountability for more than 1.2 million Blue Cross members. 

Engel holds a degree in business management from Mayville State University and has completed the Minnesota Management Institute program at the Carlson School of Management, University of Minnesota.  

Brooks Deibele, vice president of group markets
Brooks Deibele was named vice president of group markets. In this role, Deibele is responsible for Blue Cross’ business in the employer market, which consists of national employers, mid-size and large local commercial groups, public employers and service co-ops. He will be accountable for the direction and execution of sales strategies, customer satisfaction and all supporting sales functions.  Deibele also will provide strategic planning counsel to product and marketing and executive leadership teams on business strategy and product development.

“The addition of Brooks to our sales leadership team is an important development in Blue Cross’ ongoing work to help large employers and their employees derive more health care value and receive a personalized experience,” Corkum said. “Brooks is known in this industry for being a strong, customer-focused leader with a consistent track record of delivering results.”

Deibele comes to Blue Cross with extensive experience in sales and account management. Most recently, he held sales leadership positions at UnitedHealth Group. Brooks has a B.A. degree in communications from St. John’s University, and recently completed the Wharton Executive Education Program.
