Pamela A. Wheelock

Vice president and Leadership/Community Engagement Team Leader, Bush Foundation

At the Bush Foundation, Wheelock leads the team that focuses on developing courageous leaders and engaging entire communities in solving problems over the next 10 years. Prior to this position she served for six years as executive vice president and chief financial officer of Minnesota Sports and Entertainment. Wheelock also spent four years as the state finance commissioner. During this time she was one of former Governor Jesse Ventura’s most trusted advisors. Her duties included the responsibility for predicting the economic situation of the state as well as preparing the governor’s budget. She previously held the position of director of planning and economic development for then mayor of St. Paul Norm Coleman. Wheelock has held a number of other government positions at the state, local and federal levels. She has been the deputy mayor of St. Paul, the St. Paul budget director, the Minnesota Finance Department executive budget officer and a legislative assistant to U.S Rep. Tim Penny. Wheelock serves as chair of the Blue Cross board of trustees.
