Scott Lynch is responsible for the management of all Blue Cross legal services, including supervision of the litigation functions. Lynch serves as liaison to regulatory and administrative agencies, and provides legal advice on issues affecting Blue Cross in the areas of compliance, audit, risk management and corporate transactions.

Lynch joined Blue Cross in February of 2007. Prior to joining Blue Cross, he was vice president and general counsel and vice president and chief compliance officer at Novartis Nutrition Corporation. Lynch also held the position of senior vice president, general counsel and chief compliance officer at Prime Therapeutics.

Lynch holds an undergraduate degree from Mount Mercy College in Cedar Rapids, Iowa, and a law degree from Southwestern University School of Law in Los Angeles. He is licensed to practice law in Minnesota and California. Lynch is currently a member of the Board of Directors of Dakota Woodlands, a non-profit human service organization, and Memorial Blood Centers and also serves on the Board of Trustees of Mount Mercy College in Cedar Rapids, Iowa.
